Manager – Data Processing
Job Purpose:
- Reporting to the Director, Statistical Coordination and Methods, the jobholder will be responsible for planning and implementing activities in the Statistical Coordination and Methods Directorate.
Key responsibilities
- Designing a guide/template for the development of Analysis and Tabulation
- Plans of censuses and surveys;
- Designing and developing data capture systems;
- Designing, developing and reviewing data collection instruments for various statistics;
- Analysing data and generating tables for various analytical reports;
- Developing and maintaining databases for various censuses and surveys;
- Archiving data from various censuses and surveys;
- Participating in the development of data cleaning and edit specification guide;
- Formatting the Economic Survey, Statistical abstract and other statistical publications;
- Appraising staff in the Data Processing Section;
- Developing and implementing budget, work plans and procurement plans for the section;
- Implementing contract management activities within the section;
- Identifying and reporting on staff training needs in the data processing section;
- Implementing and updating the enterprise risk management register.
- Undertaking any other duties lawfully assigned by the supervisor.
Requirements for appointment
- Must have served in the grade of Assistant Manager, Data Processing or equivalent position for a minimum period of three (3) years.
- Bachelor Degree in any of the following disciplines; Statistics and Information Technology /Computer Science or any other related qualification from a recognized institution;
- Must have a Master Degree in any of the following disciplines:- Statistics and Information Technology /Computer Science or any other related qualifications from a recognized institution;
- Must have a Certificate in Strategic Leadership Development Program (SLDP) lasting not less than six (6) weeks or related qualification from a recognized institution;
- Must have a Certificate in data processing packages such as CSPro, SPSS, STATA, SAS, R;
- Must have analytical, financial and Human Resource Management skills;
- Must be able to work in a collaborative team environment;
Librarian
Job Purpose: Reporting to the Assistant Manager, Library Services, the jobholder will be responsible for undertaking activities in the Library Services Section.
Key responsibilities
- Charging and discharging library materials;
- Verifying newly acquired library materials;
- Accessioning library information materials;
- Shelving and shelf arrangement;
- Providing user education and information literacy services;
- Preparing subscriptions for different information resources;
- Conducting information searches and retrievals;
- Preserving and conserving information resources;
- Cataloguing and classifying information resources;
- Compiling user profiles;
- Ensuring Library Information Services are in conformity with international standards;
- Digitizing information resources;
- Requisitioning library information resources;
- Indexing, cataloguing and classifying library resources; and
- Preparing and submitting library reports.
- Undertaking any other duties lawfully assigned by the supervisor.
Requirements for appointment
- Must have a Bachelor Degree in Library and information Studies;
- Information Sciences; Technology in Information Science or any other related qualifications from a recognized institution;
- Must have Certificate in computer applications from a recognized institution.
Assistant Statistician, Field Services
Job Purpose: Reporting to the County Statistics Officer, the jobholder will be responsible for undertaking activities in the Field Office.
Key responsibilities
- Dispatching and receiving questionnaires;
- Following-up on non-responses from data providers;
- Collecting, collating, coding, capturing and classifying data;
- Capturing data into statistical applications;
- Maintaining checklists of data providers;
- Identifying and locating statistical units of enumeration;
- Carrying out pre-tests and piloting of data collection instruments;
- Printing questionnaires, archiving and retrieving completed returns;
- Updating county specific sampling frames;
- Preparing census databases for selection of sampling units;
- Listing field sampling units;
- Distributing sampling frame materials;
- Capturing data for developed and updated sampling units;
- Editing and updating records in the sampling frame database;
- Retrieving sampling units records;
- Undertaking any other duties lawfully assigned by the supervisor.
Requirements for appointment
- Must have a Diploma in any of the following disciplines:- Statistics; Economics; Actuarial Science; Mathematics or any other related qualifications from a recognized institution;
- Must have a Certificate in computer applications from a recognized institution
