Narok County Government was formed by the County Governments Act of 2012 as prescribed in the 2010 Constitution of Kenya. It is one of the 47 devolved units situated in the Great Rift Valley in the Southern part of the Country where it boarders the republic of Tanzania. Narok County has its headquarters in Narok Town, off Narok Nakuru Road. Narok County comprises of six (6) sub-counties namely: Narok North, Narok West, Narok East, Narok South, Transmara East and Transmara West.

Duties and Responsibilities
The Senior Principal Superintending Engineer (Irrigation) shall head the Irrigation Engineering Services Section and will be responsible to the Chief Engineer/Director Irrigation for management and coordination of the irrigation engineering services at the county. Specific duties and responsibilities at this level will entail: –
- Coordinating domestication and implementation of national policies, strategies and frameworks on irrigation at the county level; coordinating implementation and review of county specific policies, strategies, guidelines and frameworks in line with national policies on irrigation;
- Coordinating identification and mapping of areas ideal for irrigation schemes in collaboration with national government;
- Coordinating development, implementation, monitoring and review of county irrigation development programmes and projects including water harvesting and storage for irrigation;
- Mainstreaming adaptation and mitigation to climate change in irrigation development and management;
- Facilitating provision of technical support services such as feasibility studies and designs; and coordinating approval of projects and supervision of construction and other support services for the development of small scale irrigation schemes, county public irrigation schemes.
- The officer will also be responsible for coordinating design of irrigation schemes, preparation of tender documents and supervision of construction of irrigation and drainage infrastructure; approving irrigation scheme designs; and coordinating the planning, designing, construction, operation and maintenance of irrigation systems;
- Coordinating negotiation for wayleaves for irrigation water conveyance in collaboration with other stakeholders;
- Coordinating the development and review of operation and maintenance manuals for the different irrigation systems for small scale irrigation schemes and county public or strategic irrigation schemes; coordinating development of programmes, materials and tools for provision of capacity building to farmers, and farmer organizations;
- Coordinating mainstreaming of irrigation related statutory obligations such as those that relate to the environment, water and health in the development and management of small scale irrigation schemes and county public or strategic irrigation schemes;
- Collaborating with the national government, other county governments, and non- government entities on irrigation development and management; and promoting research and innovation in the irrigation sector.In addition, the officer will be
- responsible for:
- Monitoring performance of enlisted irrigation service providers and preparing reports; coordinating monitoring of irrigation schemes and projects for compliance to licensing conditions;
- Coordinating the carrying out of technical audits and assessments on development of irrigation schemes in the county;
- Overseeing the assessment of status of irrigation sector development and management in the county and provide technical briefs;
- coordinating development, implementation and review of the Unit’s strategic plan;
- Ensuring development, implementation and review of annual work plans and budgets; and coordinating Irrigation Unit performance contracts; and managing and developing irrigation staff
Requirements for Appointment
For appointment to this grade an officer must have: –
- Served in the grade of Principal Superintending Engineer (Irrigation) for a minimum period of three (3) years;
- Bachelor’s Degree in any of t h e following discip lines: – Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil and Water Engineering, Soil, Water and Environmental Engineering, Environmental and Bio-systems Engineering, Mechanical Engineering or its equivalent qualification from a recognized institution;
- Master’s Degree in any of the following disciplines: – Irrigation Engineering, Agricultural Engineering, Agricultural Engineering Systems, Land and Water Engineering, Soil and Water Engineering, Environmental Engineering and Management, Water Resources Engineering or its equivalent qualification from a recognized institution.
- Registration by the Engineers Board of Kenya (EBK)
- Current valid annual practicing license from the Engineers Registration Board ( ERB);
- Corporate membership with the Institute of Engineers of Kenya (IEK);
- Certificate in Strategic Leadership Development Progamme lasting not less than six (6) weeks from a recognized institution;
- Certificate in computer application skills;
- and demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of irrigation engineering development programmes and projects.
