TERMS OF SERVICE: CONTRACT.

INTRODUCTION

The National Council for Children’s Services (NCCS) is a State Corporation under the Ministry of Labour and Social Protection, State Department for Social Protection and Senior Citizen Affairs. It is Established under section 41 of the Children

Act, 2022 to regulate, coordinate and oversight children services. The Council is also mandated to advise the Government on all matters relating to children in Kenya.

JOB PURPOSE
Reporting to the Board of Directors, the job holder will be responsible for providing strategic and visionary leadership and full operational responsibility in the development, implementation and evaluation of strategic plans approved by the Board in order to achieve the organization’s mandate and ensure excellence in provision of services in the Council.

KEY RESPONSIBILITIES
• Day-to-day management and administration of the Council;
• Accounting Officer of the Council;
• Secretary to the Council;
• Formulating, implementing and reviewing NCCS Policies, Procedures, Strategies and Guidelines;
• Ensuring the preparation and implementation of the Council’s Strategic and Annual Work Plans;
• Custodian of all records of the Council;
• Ensuring effective communication between the management and the Council as well as between different levels of management;

• Enhancing collaboration and engagement with stakeholders and partners in support of development of the Council;

• Enhancing the Corporate image of the Council;
• Championing National Values and Principles of Public Service;

• Providing regular, thorough and prompt communication for the Council on key technical financial and administrative matters;

• Ensuring compliance with the Constitution of Kenya, Acts of Parliament, Statutory Provision and applicable regional and international laws;
• Maintaining a conducive work environment for attracting, retaining and motivating employees while fostering a corporate culture that promotes ethical practices and good corporate citizenship;
• Directing the execution of risk management policy and framework to ensure that the Council has adequate systems and processes for accountability, risk management, internal controls and business continuity; and
• The performance of such other duties as may be assigned by the Council under this Act or any other written law.

PERSONAL SPECIFICATIONS
For appointment to this position, the candidates must have;
• Bachelor’s Degree in any of the following disciplines: Community Development; Sociology and Religious Studies; Sociology and Development; Economics and Sociology; Gender, Women and Development Studies; Counseling Psychology; Sociology; Criminology and Security Management; Social Work and Administration; Social Work; or equivalent qualification from a recognized institution;

• Master’s Degree in any of the following disciplines: Guidance and Counselling; Sociology; Counselling Psychology; Public Administration/Policy; Gender Studies and Development; Criminology and Criminal Justice; Community Development; Development Studies; Business Administration/ Management; Project Management or equivalent qualification from a recognized institution;
• Professional qualification and Membership where applicable;
• Leadership course lasting not less than four (4) weeks;
• At least Fifteen (15) years’ work experience, five (5) of which must be in senior management;
• Proficiency in Computer Applications;

• Demonstrate a clear understanding of local, national and international policies and regulatory frameworks governing the children sector; and

• Fulfil the requirements of Chapter 6 of the Constitution.

MANDATORY REQUIREMENTS FOR THE POSITION
Applicants MUST provide the following documents on application:
• Duly signed application letter;
• A detailed curriculum vitae indicating current and previous employers, positions held, level of Education and names of at least three professional referees;
• Certified copies of academic and professional certificates; and
• Certified copy of National Identification card or Passport.

Shortlisted candidates will be expected to present the following clearance certificates;
a. Valid certificate of good conduct from the Directorate of Criminal Investigation;
b. Valid clearance certificate from Higher Education Loans Board (HELB);
c. Valid Tax Compliance certificate from Kenya Revenue Authority (KRA;
d. Current clearance from the Ethics and Anti-Corruption Commission (EACC);
e. Current report from an approved Credit Reference Bureau (CRB).

TERMS OF SERVICE AND REMUNERATION
• Appointment to the position is on a contract term of five (5) years, renewable once subject to satisfactory performance and mandatory retirement age.
• The successful candidate will be offered a competitive remuneration package in accordance with the Salaries and Remuneration Commission (SRC) guidelines.
