DUTIES AND RESPONSIBILITIES
- Â Coordination, supervision and promotion of economic ties with development partners including but not limited to the Private Sector, National Government Ministries, Departments and Agencies (MDAs) and Non-State Actors, Faith-based Organizations and other Non-Governmental Organizations.
- Â Initiate and oversee development of policies, procedures, regulations, guidelines, and strategies for resource mobilization and partnership development in Urban areas;
- Â Advise the department heads on Urban Management on all partnership and resource mobilization issues for Urban areas;
- Â Ensure implementation, coordination and review of resource mobilization and marketing policies, strategies, and programmes in the Municipalities;
- Â Coordinate implementation of innovative fundraising and identify new opportunities in the Municipalities;
- Â Initiate partnership dialogue with bilateral partners and international financial Institutions;
- Â Coordination of development of policies and legal framework for mobilization and coordination of external resources for Urban areas
- Â Tracking and reporting on implementation of partner funded programmes and projects across the sectors including Public Private Partnerships (PPPs), Donations & Grants as well as other market financial instruments.
- Â Management and coordination of Project appraisal for investment decisions in urban areas.
REQUIREMENTS FOR APPOINTMENT
- Â Is a Kenyan Citizen
-  Be in possession of Bachelor’s degree in Economics or Statistics or their equivalent recognized qualifications.
- Â A Masters qualification in Economics or Statistics of or a Masters of Arts (MA), Masters of Science (MSc) or Master of Philosophy (MPhil) level or their equivalent recognized qualifications.
- Â Must have experience in donor funded projects for at least five (5) years.
- Â Post graduate qualification in Urban management course or any other relevant field will be an added advantage.
- Â Strong analytical skills.
- Â Strong leadership qualities, broad knowledge of operations of County Governments and urban administration.
- Â Competency in Microsoft applications including Word, Excel, and Outlook.
- Â Knowledge file management and other administrative procedures.
- Â Satisfies the requirements of Chapter Six of the Constitution of Kenya.

DUTIES AND RESPONSIBILITIES
- Â Overseeing affairs of the Municipality.
- Â Developing and adopting Short, Medium- and Long-term policies, plans, strategies and programmes,and may set targets for delivery of services.
- Â Formulating and implementing the Municipal Integrated Annual Development Plan (MIADP)
- Â Developing and managing schemes, including site development in collaboration with the relevantnational and county agencies.
- Â Monitoring and where appropriate, regulate city and municipal services where those services areprovided by service providers other than the board of the City or Municipality.
- Â Establishing, implementing and monitoring performance management systems.
- Â Monitoring the impact and effectiveness of any services, policies as delegated by the countygovernment.
- Â Implementing applicable National and County Government legislations.
- Â Promoting a safe and healthy environment within the Municipality.
- Â Administering and regulating Municipal internal affairs.
- Â Preparing and submitting Municipal Annual Budget Estimates to the county Treasury for consideration and submission to the County Assembly for approval, as part of the annual County appropriation Bill.
- Â Preparing and submitting Annual and Quarterly Municipality Financial
- Statements to the CountyTreasury and Office of the Auditor General.
- Â Manage internal and external Audit processes within the Municipality.
- Â Performing such other function as may be delegated to it by the County Executive.
- Â Promotion of National Values and Principles of Good Governance as outlined in the Constitution ofKenya.
REQUIREMENTS FOR APPOINTMENT
- Â Is a Kenyan Citizen;
- Â Holder of a Degree from a University recognized in Kenya;
- Â Has a proven experience of not less than five (5) years in administration or management either in thepublic or private sector and
- Â Satisfies the requirements of Chapter Six of the Constitution of Kenya.
