Director, Complaints Management and Investigations

Duties and Responsibilities:
This is the highest grade in the cadre. Duties and responsibilities will include:
- Coordination of complaints management processes
- Ensuring prompt investigations on complaints to facilitate effective decision making;
- Coordinate processing of complaints / petitions received by the Commission;
- Maintaining proper and up-to-date data on complaints filed and processed;
- Managing the Complaints Management Information System;
- Developing and implementing stakeholder engagement strategies to sustain valuable stakeholder relationships;
- Identifying complaints arising from gaps in law, policy or procedures that require action by JSC or other agencies;
- Developing guidelines / standard operation procedures (SOPs) for complaints and investigations;
- Development of complaints and investigations trend reports;
- Advisory to the Commission and management on complaints management; and
- Supervision of staff and management of Directorates financial resources.
Requirements for Appointment:
For appointment to this position, the applicant must have: –
- A relevant Master’s degree from a recognized University;
- A Bachelor’s Degree in Social Sciences from a recognized University;
- A relevant certificate in basic investigation and crime detection;
- Membership to relevant professional body with Good Standing;
- Attended a Course in Strategic Leadership and Development or its equivalent; and,
- Meets the requirements of Chapter Six (6) of the Constitution
Work Experience:
- Minimum Fifteen (15) Years relevant work experience;
- At least Five (5) Years at Senior Management Level; and
- Prior experience working on Complaints Management systems and Investigations will
- be added advantage
Chief Kadhi

Duties and Responsibilities:
Duties and responsibilities at this level will involve:
- Supervision of all the Kadhi’s Courts;
- Sitting as an assessor during appeals from Kadhis Courts;
- Arbitration of disputes on inheritance, marriages and divorce in Muslim families;
- Translating Arabic related documents;
- Supervising, guiding and developing staff working under the Kadhi’s Courts;
- Submitting regular reports to the Chief Justice concerning the Kadhi’s Courts in general;
- Submission of regular reports to Attorney-General on registration of Muslim marriages and divorces;
- Attending to matters of the sighting of the moon; and
- Performing such other judicial functions as provided by law;
Requirements for Appointment:
For appointment to this position, an applicant must: –
- Hold a degree in Islamic Law or its equivalent from a recognized University/Institution;
- A qualification in Management from a recognized institution will be an added advantage.
- Professes the Muslim religion and possesses knowledge of the Muslim law applicable to any sect of Muslims;
- Demonstrated managerial and professional competence in work performance;
- Be of good conduct in accordance with the Islamic faith; and
- Have high moral character, integrity and impartiality (meet the requirements of Chapter Six of the Constitution on Leadership and Integrity).
Work Experience:
- Minimum of ten (10) years’ experience as a distinguished academic in Islamic law, or Islamic law practitioner or such experience in other related fields.
Resident Kadhi

Requirements for Appointment:
For appointment as a Resident Kadhi, an applicant must:
- Have a degree in Islamic Law or its equivalent from a recognized University/Institution;
- Professes the Muslim religion and possesses knowledge of the Muslim law applicable to any sect of Muslims;
- Have ability to effectively communicate in English, Kiswahili and Arabic language;
- Be of good conduct in accordance with the Islamic faith; and
- Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.
Work Experience:
- Minimum of three (3) years relevant work experience
Director, Legal Services

Duties and Responsibilities:
This is the highest grade in the cadre. Duties and responsibilities will entail:
- Managing and coordinating the activities of the Directorate of Legal Services;
- Conducting research on relevant laws and preparing measures to implement policy decisions of the Commission;
- Ensuring that the Commission complies with all applicable laws, regulations and laid down procedures;
- Continuously update the Commission on any changes in the law;
- Reviewing draft policies of the Commission to ensure that they are in compliance with the law;
- Undertaking internal legal compliance audits and ensuring recommendations are disseminated and implemented;
- Representing the Commission on court cases instituted by or against the Commission;
- Preparing litigation documents; pleadings, notices, affidavits and correspondence;
- Co-ordinating engagement with external Counsel and attending Court;
- Developing and implementing stakeholder engagement strategies to sustain valuable stakeholder relationships;
- Supporting the Commission in the oversight of case management system;
- Providing strategic direction, leadership, mentorship and management of Directorate Staff;
- Advisory to the Commission and management on legal issues; and
- Ensure proper utilization of Directorate Finances.
Requirements for Appointment:
For appointment to this grade, an applicant must have:
- A Master’s degree in Law or its equivalent qualifications from a recognized Institution;
- A Bachelor’s degree in Law or its equivalent qualification from a recognized Institution;
- A Postgraduate Diploma from the Kenya School of Law;
- Advocate of the High Court of Kenya of fifteen (15) years standing;
- Member of the Law Society of Kenya in good standing;
- Attended a Course in Strategic Leadership and Development or its equivalent; and,
- Meets the requirements of Chapter Six (6) of the Constitution
Work Experience:
- Minimum fifteen (15) Years relevant work experience in a Legal Environment;
- At least five (5) Years at Senior Management Level;
- Prior experience working on legal matters including but not limited to judicial reforms, legislative drafting, legal research and analysis will be added advantage.

Successful candidate will be required to submit valid clearance certificates from the following bodies before appointment:
- Kenya Revenue Authority
- Higher Education Loans Board
- Directorate of Criminal Investigation
- Ethics and Anti-Corruption Commission
- A recognized Credit Reference Bureau; and
- Recommendation from relevant professional body, as the case may be, as being in Good Standing.
