It borders Vihiga County to the south, Siaya County to the West, Bungoma County to the North and Nandi County to the East. The county covers an area of 3050.3 Km2 (Kakamega CDP, 2013). The altitude of the county is between 1,240 metres and 2,000 metres above sea level.

Municipal Manager – Mumias Municipality ( Re-advertisement)

Duties and Responsibilities:
The Municipal Manager will be responsible to the Municipal Board for managing the affairs of the Municipality in line with Article 184 of the Constitution of Kenya 2010, and the Urban Areas and Cities Act, 2011 (Amendment 2019). The manager shall be the Secretary of the board and an ex officio member of the board. Specific duties entail:-

  • Developing and implementing policies, plans, strategies and programmes for efficient and effective running of the municipality;
  • Formulating and implementing integrated development plans;
  • Preparing and implementing spatial plans and master plans;
  • Controlling land use, land sub-division for various development purposes within the framework of the spatial and master plans for the municipality as may be delegated by the County Government;
  • Undertaking infrastructural development and services within the Municipality as may be delegated by the County Government;
  • Developing and managing housing schemes, including site development in collaboration with the relevant National and County Agencies;
  • Maintaining a comprehensive database and information system for the municipality;
  • As delegated by the County Executive Committee, enforce the fees, levies and charges for the delivery ofservices;
  • Preparing the Annual Budget estimates for consideration by the County Treasury and transmission to the County Assembly for approval;
  • Coordinating and facilitating citizen participation in the development of policies and plans for delivery of services;
  • Establish, implement and monitor performance management system;
  • Promoting a safe and healthy environment; and
  • Facilitating and regulating public transport. Requirements for Appointment

For appointment to this grade, a candidate must:-

  • Be a Kenyan citizen;
  • Have a Bachelor’s Degree in Public Administration, Management, Economics, Urban Development, Sociology or any other related field from a recognized University;
  • Be a Certified Secretary in good professional standing;
  • iHas proven experience of not less than four (4) years in administration or management either in the public orprivate sector;
  • Demonstrate Managerial, leadership and professional competence in work performance and results; and

Principal Liaison Officer ( Re-advertisement)

  • The officer will be reporting to the Head Liaison Officer in the Office of the Governor. Specific duties will entail: – Handling aspects of County official events, visits, conferences, tours and social tasks;
  • Assisting to arrange travel for the Governor;
  • Ensuring good public relation of the citizens with the Office of the Governor;
  • Assisting in County Resource mobilization;
  • Scheduling events, determining need for audio-visual equipment and guests information, preparing agendas and setting up locations;

Director of Youth and Sports ( Re-advertisement)

Duties and Responsibilities:
The Director will be responsible to the Chief Officer responsible for Youth and Sports in the administration and coordination of youth and sports programmes and activities in the County. Specific duties will entail: –

  • Coordinating, designing, implementing, monitoring and evaluating sports programmes and activities;
  • Preparing annual work plans, procurement plans, and budgets for the Department;
  • Liaising with stakeholders in the development of sports infrastructure;
  • Liaising with relevant stakeholders in mobilizing resources for sports programmes and activities;
  • Coordinating research and innovation in sports;
  • Coordinating Cash Awards and Honours Scheme for sports persons and veterans of sports in the County; and

For appointment to this grade, a candidate must have:-

  • Served in the grade of Deputy Director of Sports, Job Group CPSB 04/’Q’ for a period of three (3) years or Assistant Director, Sports Job Group CPSB 05/’P’ with a cummulative service of fifteen years in the Public Service;

OR

  • Served in a relevant and comparable senior leadership position in a large organization for a minimum period of three (3) years in the private sector;
  • Bachelor’s degree in any of the following disciplines: Physical Education, Sports Science or Leisure and Recreation Management from a recognized institution;

OR

  • Bachelor’s degree in Social Sciences with a Post-Graduate Diploma in Sports Administration and Management or equivalent qualification from a recognized institution;
  • Master’s degree in Social Sciences in any of the following disciplines: Physical Education, Recreation Management, Exercise and Sports Science, Social Sciences, Management and Administration or equivalent qualification from a recognized institution;
  • A certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks or its equivalent from a recognized Institution as an added advantage; and Demonstrated merit and ability as a reflection in work performance and results
