Mogadishu Coordinator (SMLP-2)

Terms of Reference

Data Collection and Quality Assurance

  • Responsible for managing data collection and data verification activities in Somalia.
  • Coordinate field operations, including the implementation of site visits and data collection in partnership with the Data Collection and Research partners.
  • Oversee Data Collection and Research partners’ compliance in implementation of site visits and provide onsite coaching and mentoring of field monitors.
  • Conduct limited data collection using interview guides, focus group discussions or beneficiary telephone or face-to-face surveys, as needed and requested by the Senior Monitoring Advisor.
  • Provide initial quality assurance/review for all site visits, seeking clarifications on key information needs.
  • Engage data collection and research teams to review training requirements, identify training needs, and develop training materials with the Monitoring Advisor and Monitoring Analyst; then organize and participate in training workshops to address technical competencies or thematic understanding.
  • Support field-level data collection activities for IP Data Quality Assessments (DQA).
  • Ensure accurate data is submitted on time and according to requirements.

Security and Incident tracking

  • Continuously monitor contextual developments in SMLP-2 target geographies.
  • Advise the project’s security and operations focal points of the security conditions in the areas of operations.
  • Escalate and coordinate incident responses, acting as the focal point between program operations staff in Nairobi and Somalia-based monitoring teams.

Stakeholder Engagement

  • Interface with project’s Somali partners, enhancing communication and troubleshooting problems as they arise.
  • Serve as point of contact for USAID/BHA and project visitors to Mogadishu International Airport.
  • Create and maintain a pool of Somali expert short-term technical assistance (STTA) in Mogadishu (sectoral experts, facilitators, engineers, IT experts, etc.) and interface with these experts.

Your Education and Experience

The Mogadishu Coordinator must have:

  • A Bachelor’s degree in international affairs/development, social science or any other related field. A Master’s degree is an asset.
  • Minimum 3 years of experience working in a humanitarian context (or relevant) programming.
  • Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders including government entities and international agencies.
  • Demonstrated experience in qualitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia.
  • Exceptional organizational skills, attention to detail and follow through.
  • Experience working with data collection software such as Kobo Toolbox or SurveyCTO preferred.
  • Experience with monitoring donor-funded programs, preferably with a familiarity of USAID.
  • Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.

Required Interpersonal Skills

  • Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads.
  • Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic.

Monitoring Advisor (SMLP-2) – HRO-358

Your Education and Experience
The Monitoring Advisor must have: 

  • A Bachelor’s degree in international affairs/development, social science or any other related field. A Master’s degree is an asset.
  • At least 4 years of experience in monitoring, evaluation, or learning in the humanitarian or development sectors of Somalia.
  • Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders including government entities and international agencies.
  • Experience supervising and mentoring staff.
  • Demonstrated experience in qualitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia.
  • Exceptional organizational skills, attention to detail and follow through.
  • Experience working with data collection software such as Kobo Toolbox or SurveyCTO preferred.
  • Experience with monitoring donor-funded programs, preferably with a familiarity of USAID.

Operations Assistant (SMLP-2) – HRO-357

Terms of Reference
The Operations Assistant will be responsible for the following:

  • Administration
  • Support in organizing all logistics including arranging for hotel accommodation, workshops, meetings and events, transportation, and communications.
  • Support in preparation of itineraries for travels and travel budgets in support of the Security Operations Officer.
  • Support in organizing flights for travelling field staff, including both UNHAS and commercial flights.
  • Assist to coordinate staff IDs with the printing company in case new staff join or when staff IDs are expired.

Procurement

  • Support the Security Operations Officer in purchase of goods and services in compliance with USAID and Integrity procurement policies and guidelines, ensuing accurate supporting documentations.
  • Ensure that goods and services are purchased as required and accounted for in a timely manner.
  • Assist in tracking office supplies to ensure adequate stocks are maintained.

Inventory and Assets Management

  • Assist in tracking all inventory issued to short term (STTA) and long term (LTTA) staff.
  • Ensure all assets are well stored and notify the Security Operations Officer if any asset is damage or not working.
  • Assist the Security Operations Officer to ensure that no property is issued to staff without appropriate documentation, authorization, likewise ensure that property returned to Integrity by staff is fully documented.

Your Education and Experience

  • Experience in supporting operational activities for international organizations.
  • Experience in coordinating logistics in Kenya; similar experience in Somalia preferred.
  • Experience in conducting procurement and asset management.
  • Understanding of the local socio economic and cultural context in Somalia preferred.
  • Experience of working with international staff, including speaker of other languages.

Languages 

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
  • Fluency in Somali preferred.

Security Operations Officer (SMLP-2) – HRO-352

Terms of Reference
Security

  • Act as the designated Security Focal Point for the SMLP-2 project, responsible for all aspects of in-country security management.
  • Support the implementation of Integrity’s safety and security policies and procedures on the SMLP-2 project.
  • Liaise with the Security Coordinators and other relevant SMLP-2 team members to ensure;due diligence and desktop security risk assessments (SRAs) for fieldwork in Somalia are made, suitable mitigations are applied, and risks are properly logged, tracked and updated.
  • Regular engagement with Integrity’s Mogadishu based private security provider. Oversee the logistics of all in-country trips to Somalia.
  • Coordinate safety and security related trainings for relevant project personnel.
  • Conduct the initial review of fieldwork plans, oversee field visits and monitor field team movements.
  • Incident management and reporting of security incidents impacting the project to the COP.Provide pre-departure briefings for all visitors to Kenya, as well as a security briefing on arrival. Lead office orientations for new project personnel and visitors.
  • Monitor the operating contexts of Kenya and Somalia on an ongoing basis, flagging key security-related developments to the COP and relevant team members.
  • Produce and regularly update fit-for-purpose contingency plans (such as hibernation, relocation, and evacuation plans), as well as other Security-related SOPs.

Procurement and Logistics

  • Support preparation, planning and implementation of logistics activities to ensure they are compliant with USAID rules and regulations (AIDAR & FAR).
  • Support preparation of purchase request forms (PRFs) and Purchase Orders (POs).
  • Track all project assets/equipment that is issued to short-term staff and long-term staff and maintain an up-to-date asset register.
  • Any other project-related duties as required and requested by the Senior Finance and Operations Manager (SFOP).

Your Education and Experience
The Security Operations Officer must have: 

  • At least 3-5 years of experience in security and administrative or operational support functions with an international organization.
  • Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders including government entities and international agencies.
  • Previous experience managing international and local staff.
  • Experience as a risk analyst and/or acting as a Security Focal Point for an international organization.
  • Experience with implementing donor-funded programs in Somalia or fragile and conflict
  • affected settings. Familiarity with USAID policies and procedures is an asset.
  • Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.
