One Health Expert
Duties
Under the overall supervision of the Biodiversity and Land Branch Coordinator and the direct supervision of the Head of the UNEP One Health Team, the consultant will undertake the following duties
- Provide ongoing technical and strategic advice on preventative One Health implementation, in the context of the Nature for Health initiative, including on aspects of multi-sectoral collaboration and coordination, as well as on zoonotic disease emergence/reemergence and spillover events;
- Advise on and review approaches and specific studies relevant to the development of a global approach to reduce environmental aspects of risk, including risk of zoonotic pandemics;
- Prepare various strategic and technical written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, strategic documents, guidelines and policy recommendations etc., as required by UNEP to carry out the duties of N4H Secretariat;
- Provide technical and expert input into the development of funding proposals and project concept notes;
- Provide technical support to N4H Consortium and Country Partners on strengthening One Health systems and implementing the N4H Terms of Reference.
- Provide technical support for the process of collaboratively building and maintaining the N4H partnership, its governance mechanism and programmatic structure
- Co-design N4H operational work and in the particular the enquiry and design phase to enable Country Partners and Consortium Partners to submit a detailed work plan for implementation, which and might include engagement and training, toolbook development and rollout of approach.
- Design, facilitate and manage a Learning Network for countries to share OH knowledge and create opportunities for collaboration and support among countries, which might include tools, materials, resources, occasional webinars and other opportunities to meet with peers and experts).
- Facilitate Consortium Partner’s meetings and working groups for the operational phase to share technical knowledge and ensure there is an evidence-based discussion and shared outcomes for stakeholder groups.
- Provide technical papers and materials to support the Technical Advisory Group and ensure they can contribute effectively to achieving the N4H objectives.
Qualifications/special Skills
- Required education qualifications: An advanced university degree (MSc level or higher) in ecosystem health, environmental health, public health or veterinary medicine or a related field relevant to One Health is required.
- A first level degree with additional two years of qualifying experience maybe accepted in lieu of Advanced degree.
- A minimum of 7 years of relevant post graduate experience is required.
- Experience in: i. emerging infectious diseases and zoonoses; ii. biodiversity, wildlife and ecosystems health; iii. health systems policy; iv. antimicrobial resistance; v. food systems and their interlinkages with health; and vi. social, economic and behavioural sciences relating to One Health, Planetary Health or Eco-health is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post fluency in written and spoken English is required. Working knowledge of other UN language (s) is an advantage.
Evaluation Specialist for the Terminal Evaluation of the UNEP/GEF Project “Enabling Transactions – Market Shift to Deforestation Free Beef, Palm Oil and Soy” (GEF Id no, 9696)
Inception Phase Of The Evaluation, Including
In close consultation with the Evaluation Manager, the Evaluation Specialist will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
- preliminary desk review and introductory interviews with project staff;
- draft the reconstructed Theory of Change of the project;
- prepare the evaluation framework;
- develop the desk review and interview protocols;
- draft the survey protocols (if relevant);
- develop and present criteria for country and/or site selection for the evaluation mission;
- plan the evaluation schedule;
- prepare the Inception Report, incorporating comments until approved by the Evaluation Manager
Data Collection And Analysis Phase Of The Evaluation, Including
- conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
- (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
- regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
- keep the Project/Task Manager informed of the evaluation progress.
Reporting Phase, Including
- draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
- liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
- prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
- (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)
Managing Relations, Including
- maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
- communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.
Qualifications/special Skills
- An advanced university degree in environmental sciences, international development or other relevant political or social sciences area is required. A first level degree with an additional (2) two years qualifying work experience may be accepted in lieu of the advanced degree.
- A minimum of 7 years of evaluation experience is required, preferably including
- evaluating large, regional or global programmes and using a Theory of Change approach.
- Experience in GEF evaluation and in sustainable forest commodities value chains, private sector finance and investments is desirable.
- A good/broad understanding of environmental financial inclusion and experience in Paraguay and Brazil or the region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement. Knowledge of Spanish and Portuguese would be desired. Working knowledge of the UN System and specifically the work of UNEP is an added advantage.
Consultant on TEEB National Implementation
Duties And Responsibilities
Support is needed from a consultant to review the methods and the reports developed by the national implementing partners and to strengthen the stakeholder engagement in order to mainstream the results.
- Providing technical and methodological guidance for the research partner to develop the reports and presentations to the technical and steering committees and contents of the online platforms.
- Reviewing the English and Portuguese versions of the reports, policy briefs, press releases and articles.
- Contributing to the policy dialogues related to ABC+ and Urban and Periurban Agriculture in Brazil, as well as applications in other project countries.
- Providing inputs to the communication materials that will be used for internal and external communications.
- Providing guidance on government structures and priorities.
- Conceptualizing and organizing thematic sessions during TEEBAgriFood Symposia and private sector events.
- Presenting the TEEBAgriFood work in public events and facilitating dialogues in workshops.
Qualifications/special Skills
- A first level degree in Environmental Science, Social Science, Agricultural science or Public Administration, Economics or Environmental Economics, or a related field is required. An advanced degree in related fields would be an added advantage.
- A minimum of two (2) years of professional working experience in programme and project implementation in the field of food systems is required. Experience of stakeholder engagement at federal, state and/or municipal level is desirable.
- An understanding of the biophysical and economic modelling of ecosystem services in the context of food systems would be an added advantage. An understanding of the Brazilian environmental and agricultural political context is desirable.
