Technical Officer – Inclusive Education – Disability Data – National Position
JOB CONTEXT:
Humanity & Inclusion (HI) seeks to build stronger foundations for IE to enhance learning and social outcomes for all children with and without disabilities in Kakuma and replicate good practices by influencing systemic change in education system in Kenya. This project seeks to improve the quality of inclusive education delivery in the classroom setting by capacity building teachers using the developed Teacher Educators Handbook on Inclusive Education in collaboration with education partners in the camp, county officials and national government. Under the supervision of the Project Manager, the Technical Officer – Inclusive Education/Disability Data will contributes to the implementation of this project by ensuring the optimal quality and the impact of the project while working closely with the project technical team and the stakeholders.
Based on experiences in implementation of inclusive education projects in Kakuma and Dadaab refugee camps, the Technical Officer – Inclusive Education/Disability Data will influence systemic change at the local and national level. The Technical Officer – Inclusive Education/Disability Data will contribute to undertaking engagements with the local actors including Refugee Led Organizations, education and protection partners in Kakuma, the Ministry of Education (MoE) by strengthening their participation, collaboration and coordination to improve educational outcomes for refugee children with and without disabilities. Through evidence-based decision making based on disability data and improving the uptake of inclusive education in the Kenya across all interventions, The Technical Officer – Inclusive Education/Disability Data will ensure meaningful participation of beneficiaries by implementing activities with beneficiaries and fostering ownership and sustainability.
Under the responsibility of the Project Manager Leaving no one behind in Kakuma: “Improving equity in learning and social outcomes for refugee children with and without disabilities through better access to quality pre-primary inclusive education”. the Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10year strategy in his or her home country. He/she contributes to the implementation of Leaving no one behind in Kakuma project by providing technical expertise and ensuring that the quality and impact of the project is optimised. He works closely with the programme’s technical team.
YOUR MISSION:
Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
• Provides appropriate technical guidance and support to PM and the project team
• Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
• Adapts project documentation as required in accordance with global technical norms and standards
• Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
• If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.
Mission 2. Provides technical learning from projects
• Collects the elements necessary for capitalisation or scientific documentation exercises
• Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice.
• Contributes to the terms of reference for evaluations
• Implements recommendations for improving the technical quality of projects
Mission 3. Contributes to the animation of its trade sector
• Contributes to recruitment
• Contributes to or leads the necessary technical training in his or her field
• Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
• Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs)
Mission 4. Contributes to ensuring HI’s technical influence within its perimeter
• Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners.
YOUR PROFILE :
Educational background and experience
• Bachelor degree in education (inclusive education is a plus). Masters would be an added advantage.
• Experience in School construction.
• Knows the different schools of thought and models explaining disability and is familiar with the application of certain tools.
• Knows the international frameworks and technical issues of his sector.
• Knows the networks of actors and professionals inherent to its sector
• Minimum 3 years of proven experience in inclusive education as well as implementing or technically supporting designing, collecting and analysing disability data for education preferably using the Washington Group’s set of questions.
• Experience in Kakuma refugee camp and adjacent host community settings
• Communicates in a clear, concise and responsible manner with respect for the interlocutor (adult or child); adapts his/her mode of communication and message, particularly in the context of intercultural communication, and at a distance.
• Identifies problems and activates solutions; knows how to raise problems Can accompany and motivate a person/group.
• Knows how to plan, organise and measure its activities by setting clear, specific and measurable objectives and indicators.
• Promotes participation and cooperation in the activities of its service sector.
