Resettlement and Complementary Pathways Officer – Garissa

Duties

Head of Unit (Investigation)

The Head of Unit (Investigation), Nairobi, Kenya is responsible for the overall management of the Unit, under the supervision of the Head of Service (Investigation), Geneva.  The incumbent of this post will also carry out investigations as assigned to him/her, and will report to the latter on all matters.

FUNCTIONAL STATEMENT

Accountability

  • Cases of suspected misconduct involving UNHCR personnel, partners and other parties with whom UNHCR has a contractual arrangement (including affiliate workforce, such as an individual contractor, consultant, UN volunteer and intern, as well as personnel seconded or on loan with UNHCR from a government service or an international organization) are assessed and investigated in a timely manner.

Responsibility 

  • Assess allegations of misconduct with a view to determining the most effective investigative approach cognizant of risks to staff and operations, and develop investigation plans and methodologies to gather evidence and establish facts. Enter data into I-Sight database as required.
  • Conduct investigations into allegations of misconduct as assigned in accordance with the Investigation guidelines and UN/UNHCR policies, undertaking field missions when required.  This may involve gathering evidence from available sources including electronic and e-mail records, interviewing witnesses and subjects as well as interaction at all levels with external actors.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Graduate degree (equivalent of a Master’s) in Law, Criminology, Public Administration, or related subject bearing on the conduct of investigations in administrative law contexts plus minimum 11 years of progressively responsible experience in the field of investigations,   including proven experience in the field of Sexual Exploitation and Abuse, Sexual Harassment and forensic audit and/or fraud examination.  Of these 11 years, at least 8 years in an international environment and 5 years within the UN/UNHCR. Undergraduate degree (equivalent of a BA/BS) plus 12 years or Doctorate degree (equivalent of a PhD) plus 10 years of previous relevant work experience may also be accepted.
  • Formal professional qualification in investigation work
  • Solid knowledge of the UN internal justice system. Proven experience in the conduct of administrative investigations in an international setting.
  • Good knowledge in using modern forensic tools.  Good working knowledge of UNHCR¿s structure, organization and modus operandi, in particular as these relate to operations and human resource management.  Proven ability to work under pressure, produce rapid results and exercise tact, discretion and sensitivity in communications and interaction with staff at all levels and from all cultural backgrounds.

Human Resources Officer

The Human Resources Officer is usually supervised by Head of Office, or Senior HR Officer in a Country Operation, or the most senior HR staff in a Regional Bureau. She/he supervises HR Professional and General Service staff.

The incumbent maintains a direct working relationship with a number of functions across the Division of Human Resources (DHR). Senior Registration and Identity Management Officer

The SRIMO coordinates closely with registration operations, Bureau and advises on identity management of POCs, and will support, monitor and advise on registration or enrolment-related activities, whether conducted by UNHCR, partners or Governments. S/he is responsible for ensuring that registration/enrolment activities in the region/ country follow global registration and identity management practices, policies, standards and guidance and will also advocate for the strengthening of human resource capacity building in the areas of registration, identity management and digital identity.   • Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement and complementary pathways are sought and provided to the largest possible number of persons of concern, including undertaking and/or overseeing resettlement and complementary pathways activities.
  • Contribute to the coordination of the design, implementation and evaluation of protection related programming with implementing and operational partners.
  • Contribute to and facilitate a programme of results-based advocacy through a consultative process with sectorial and/or cluster partners.
  • Ensure that the Protection Sector or Cluster has an effective information management component which: provides disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery.
  • Build the protection capacity of national and local government, partners and civil society to assume their responsibilities vis-à-vis all persons of concern through protection training, mainstreaming and related activities.
  • Coordinate capacity-building initiatives for communities and individuals to assert their rights.
  • Advise and capacitate national authorities, relevant institutions and civil society to strengthen legislation and status determination procedures and mechanisms.
  • Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level

  • For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Field(s) of Education 

  • Law; International Law;   International Refugee Law;
  • International Human Rights Law;  International Humanitarian Law;
  • Refugee and Forced Migration Studies; Political Sciences
  • or other relevant field.

Certificates and/or Licenses 

  • Protection Learning Programme
  • RSD- Resettlement Learning Programme

Relevant Job Experience

Essential

  • Minimum 4 years of relevant professional experience in the area of refugee protection, internal displacement, human rights or international humanitarian law, including experience in working directly with Field Offices. Good knowledge of International Refugee and Human Rights Law and ability to apply the relevant legal principles. Excellent legal research, analytical skills and drafting.

Desirable

  • Diverse field experience. Good IT skills including database management skills
