Impact Systems Manager

World Relief seeks an Impact Systems Manager who will lead a team of analysts that supports the automation of World Relief’s MEAL function with an emphasis on data collection, analysis, visualization, and storage. This position falls within World Relief’s newly constituted and restructured Monitoring, Evaluation, Accountability, and Learning (MEAL) team within the international programs division and will report to the MEAL director. By better systematizing our monitoring and evaluation work, World Relief will be more equipped to efficiently and consistently measure outcomes and use data to continuously improve our programs.



  • Working with in-house and external developers to propose design improvements and functionality enhancements to World Relief’s in-house monitoring platform, particularly regarding reporting, dashboarding, and developing integrations with other systems
  • Define and drive World Relief’s strategy on mobile data collection tools and integration with the monitoring/metrics platform


  • Using ODK and ONA platforms, manage a team in creation and deployment and user access
  • Ensure support to staff in using ONA for data collection
  • Contribute to the development or improvement of manuals and guidelines that define the implementation process for impact surveys, including leadership and staffing, sampling methodology, question selection, logistics considerations, budgets, etc
  • Work with the analysts to create automated data reporting and analysis of desired indices, pulling these into standard narrative reporting formats and dashboards

Data Infrastructure:

  • Participate in the design and development of a data warehouse solution using cloud platform products to consolidate monitoring and impact data and other datasets into secure scalable data warehouse solutions that enable effective reporting and self-service data consumption
  • Uphold data security and data governance best practices, and contribute to policy development around data security and protection


  • Contribute to the development and improvement of Monitoring and Evaluation guidance for:
    • Program metrics and program-level data collection
    • Standards and procedures for quality assessments of the data collection process
    • Use of the data collected for reporting and integration into a system of lessons learned to improve program quality
  • Oversee and provide training and support to the country offices, primarily through remote support but occasionally through project visits
  • Mentor and develop team members, and foster a culture of innovation, collaboration, learning, and continuous improvement


  • Outstanding English writing skills
  • Strong analytical, capacity assessment, and planning skills
  • Experience with using monitoring and evaluation tools and methodologies such as logical frameworks, definition/measurement of outcomes, rapid assessment techniques, etc.
  • Strong background in both quantitative and qualitative research methodologies and data analysis
  • Capacity with SPSS, Stata, R, Python, or similar software (R preferred)
  • Demonstrated experience with Microsoft Power BI Suite including DAX, Power Query (M Language), or similar data-viz software
  • Experience with “big data” technologies and cloud platforms (Microsoft Azure preferred)
  • Experience managing or coordinating evaluation teams and exercises
  • Demonstrated management, leadership, and teamwork skills
  • Ability to take initiative and work with minimal supervision
  • Excellent time-management skills, ability to deliver when facing tight deadlines
  • Familiarity with the international development community and donor monitoring and evaluation requirements and frameworks (US Government agencies, European Government agencies, multilateral agencies)
  • Individuals must be a self-starter, strongly motivated, and interested in rapidly producing results

  • University education in relevant fields required (social sciences, computer science, statistics, applied sciences, or similar). Advanced degree preferred
  • Minimum of two years experience in the relief and development field preferred two years of program implementation experience
  • Five or more years of experience in the M&E, data science, or information systems area
