The Parliamentary Service Commission invites applications from energetic and results-oriented individuals interested in serving in the following positions for a term of five years, with eligibility for re-appointment for one further term of five years.

  1. DIRECTOR, COMMISSION SECRETARIAT, PSC SCALE 15(1 VACANCY)

Duties and Responsibilities

The key duties and responsibilities will entail-

  1. Managerial Roles and Responsibilities
  2. a)Provide overall leadership and guidance to staff in the Parliamentary Service Commission (PSC) Secretariat and providing directions in the operations of the Directorate to promote efficiency and effectiveness;
  3. b)Develop the annual PSC Secretariat Work Plan derived from the PSC Strategic Plan and the PSC Secretariat Service Charter so as to provide guidance on the activities of the Commission, the Commission Committees and the Board of Senior Management;
  4. c)Prepare the Commission budget to ensure adequate allocation of funds for the activities of the Commission, Commission Committees and the Board of Senior Management as set out in the Work Plan;
  5. d)Develop the annual procurement plan of the PSC Secretariat to ensure sufficient supply of equipment and provisions required by Commissioners and PSC secretariat staff;
  6. e)Oversee the facilitation of the Parliamentary Service Commission, the Commission Committees and the Board of Senior Management;
  7. f)Supervision of the PSC Secretariat staff and all staff in Commissioners offices;
  8. g)Provide expert non-partisan advice on procedure and practices to the Commissioners, the Secretary to the PSC and senior management on institutional matters and those related to the Commission to facilitate them;
  9. h)Identify capacity gaps and recommend capacity building programmes for Commissioners, PSC Secretariat Staff and Commissioners’ staff to enhance capacity and improve performance; and
  10. i)Secretary to the Board of Senior Management.
  1. Operational Roles and Responsibilities
  2. a)Responsible for management and administration of the day to day duties of the Directorate, including those of Commissioners’ offices for proper coordination;
  3. b)Oversee issuance of notices of meetings for the Commission, the Commission Committees and the members of the Board of Senior Management;
  4. c)Oversee preparation of the agenda and minutes for meetings of the Commission, the Commission Committees and the Board of Senior Management, in consultation with the Secretary to the Commission;
  5. d)Liaise with other Directorates, to prepare policy papers for the Commission, the Commission Committees and the Board of Senior Management;
  6. e)Continuously oversee research activities to identify policy gaps and oversee preparation of policy proposals for consideration by the Board and the Commission;
  7. f)Oversee preparation and communication of Commission and Board resolutions;
  8. g)Prepare quarterly reports of the performance of the Commission and Board of Senior Management for monitoring and evaluation; and
  9. h)Oversee the capacity building programmes of the Commission including induction of new Commissioners.

 

Requirements for Appointment-

 

Appointment to this grade will be made from Assistant Deputy Clerks /Deputy Directors who will have-

(i)                   Served on that grade for at least three (3) years

(ii)                Explicitly shown proven flair for parliamentary procedure

(iii)              Interest and commitment to the processes of Parliament

(iv)              Gained sufficient knowledge to be able to give advice encompassing the totality of the parliamentary institution

(v)                 Attended senior management courses offered by recognized institutions

(vi)              A masters degree in a relevant field from a recognized university will be an added advantage


  1. DIRECTOR, PARLIAMENTARY RESEARCH SERVICES, PSC SCALE 15(1 VACANCY)

 

Duties and Responsibilities

The duties and responsibilities are-

  1. Managerial Roles and Responsibilities
  2. a)Provide leadership in the development of performance targets, administrative, training and financial work plans for the Directorate and formulate plans of action for their implementation so as to ensure that the Directorate operates efficiently and meets its targets;
  3. b)Oversee the process of generating and disseminating research information to enhance Parliament’s constitutional mandate;
  4. c)Oversee the provision of researched analytical information and facts to the Legislature that contribute to enhancement of the principle of separation of power;
  5. d)Oversee the strategic direction of the Directorate by promoting a timely response platform;
  6. e)Provide research services and support to Parliamentarians, House Committees, Parliamentary Leadership Office holders and staff of Parliament that facilitate effective performance of their constitutional responsibilities;
  7. f)Head of Parliamentary Research Services Directorate, providing direction and general administration;
  8. g)Oversee and advise on formulation, interpretation and application of research policies, procedures, rules and regulations;
  9. h)Oversee the participation in senior management and policy formulation forums representing the Directorate;
  10. i)Enhance team work in the use of professional skills and expertise among staff, to ensure provision of professional, timely and objective information to research requests; and
  11. j)Liaise with other Departments/ Directorates in building and provision of borderless analytical research services to Members and Committees.

  1. Operational Roles and Responsibilities
  2. a)Spearheading the development of Directorate’s work plans and their effective implementation;
  3. b)Coordinate the entire Directorate by ensuring that Members of Parliament have at their disposal timely and objectively synthesized research information;
  4. c)Review the analysis of policy recommendations from parliamentary committees and annual management reports from government Ministries / Departments;
  5. d)Facilitating technical support to Committees to enable them to pursue and accomplish their respective mandates;
  6. e)Oversee the supervision of the processes and ensuring quality control in the preparation of research papers, briefing notes and particular points of view;
  7. f)Monitor the implementation of processes in the Directorate to ensure full compliance and maintenance of high quality standards in the delivery of service;
  8. g)Ensure the performance appraisals for the Directorate are conducted in a timely manner, comply with policies and procedures and that high quality standards are achieved;
  9. h)Allocate resources effectively, including personnel and materials required by all departments;
  10. i)Prepare performance measures for the Directorate in order to ensure adequate staff development and increased productivity;
  11. j)Facilitate management of the Directorates’ various functions for the smooth running of the Directorate; and
  12. k)Monitor operations within the Parliamentary Research Services Directorate to ensure efficiency and effective service delivery.

III. Perform any other relevant duties that may be assigned.

 Requirements for Appointment-

For appointment to this position, a candidate must-

  1. a)Possess a Masters Degree in Social Sciences or its equivalent from a recognized University
  2. b)Must have a minimum of twenty years (20) work experience in a relevant field, five (5) of which must have been served in a senior position
  3. c)Must demonstrate high management capability and understand Parliamentary processes and procedures
  4. d)Must have sound knowledge and understanding of policy research and analysis, with evidence of published papers on topical issues
  5. e)Must have attended senior management/ leadership courses offered at recognized institutions
  6. f)Must demonstrate a high degree of administrative skills and managerial competence as reflected in work performance
  7. g)Must be computer literate
  8. h)Must have leadership and supervisory skills
  9. i)Must have good communication skills
  10. j)Must have knowledge in conflict management and problem-solving skills
  11. k)Must have team building, negotiation, organizational and sound interpersonal skills
  12. l)Must be able to work under pressure

  1. DIRECTOR, SPEAKERS OFFICE – NATIONAL ASSEMBLY, PSC 15 (1 VACANCY)

 

Duties and Responsibilities

The duties and responsibilities for this position will include-

  1. a)Reporting to the Clerk of the National Assembly, the Director shall be responsible for the co-ordination of administrative activities in the Speaker’s office;
  2. b)Acting as the liaison person between the Speaker’s office and the rest of the parliamentary offices;
  3. c)Responsible for carrying out research, preparation of speeches and overseeing travel and protocol arrangements in the Speaker’s office; and
  4. d)Responsible for preparation and review of correspondence and reports as directed by the Clerk of the National Assembly.

Requirements for Appointment-

For appointment to this position, a candidate must-

  1. a)Have served for a minimum of three (3) years at the level of Senior Clerk Assistant in Parliament or in a comparable position in the public or private Sector
  2. b)Be a holder of a Bachelors degree in social sciences or humanities or in a relevant field from a recognized institution
  3. c)Possess excellent written and oral communication skills
  4. d)Have good inter-personal skills and a collaborative management style
  5. e)Have the ability to multi-task and work well under pressure
  6. f)A masters degree will be an added advantage

Duties and Responsibilities

The duties and responsibilities for this position will include-

  1. a)Reporting to the Clerk of the Senate, the Director shall be responsible for the co-ordination of administrative activities in the Speaker’s office;
