MEMBER OF THE INDEPENDENT NEGOTIATION AND EVALUATION COMMITTEE

VACANT POSITIONS IN THE PUBLIC SERVICE COMMISSION

Pursuant to Regulation 17 of the Public Service Commission (Performance Management) Regulations, 2021, the Public Service Commission invites qualified persons to apply for the position of Member of the Independent Negotiation and Evaluation Committee for performance contracting.

The members of the Committee shall serve on part-time basis for a period not exceeding three years and may be reappointed for one further period not exceeding three years based on satisfactory performance.

MEMBER INDEPENDENT NEGOTIATION AND EVALUATION COMMITTEE – FIFTY (50) POSTS – V/NO. 103/2023

Remuneration (As advised by the SRC)
Terms of Service Part-Time on Contractual Basis

REQUIREMENTS FOR APPOINTMENT
A person shall be qualified to be appointed as a member of the Committee if that person:
a. possesses a minimum of a bachelor’s degree from a university recognised in Kenya;
b. has at least 10 years’ professional experience in a relevant field;
c. has knowledge of national development goals;
d. has experience in performance management; and
e. satisfies the requirements of Chapter Six of the Constitution.

DUTIES AND RESPONSIBILITIES
The Committee shall be responsible for—
a) negotiating performance contracts with public bodies;
b) ensuring that the performance targets of public bodies and indicators are aligned to the strategic plan;
c) ensuring that performance targets of public bodies are aligned to the performance indicators provided in the strategic plan;
d) ensuring that the public bodies’ indicators are aligned to results that are citizen focussed;
e) undertaking mid-year performance reviews of public bodies; and
f) evaluating the performance of public bodies.
