National Consultant – Monitoring Systems
The National Consultant – Monitoring Systems will assess the institutional monitoring systems and develop a plan for strengthening the national monitoring systems, with responsibility for the following:
- Conducting a thorough review of existing literature, reports, and databases related to biodiversity monitoring in Montenegro;
- Assessing the methodologies, indicators, and tools used for data collection, analysis, and reporting;
- Evaluating the institutional arrangements, including roles, responsibilities, and coordination mechanisms among relevant agencies and stakeholders involved in biodiversity monitoring;
- Identifying gaps in data collection, analysis, and reporting, including geographical, taxonomic, and temporal coverage;
- Analysing the adequacy of existing monitoring frameworks for capturing changes in biodiversity and related ecosystems;
- Assessing the capacity and resources available for biodiversity monitoring, including technical expertise and financial support;
- Conducting consultations with key stakeholders, including government agencies, research institutions, NGOs, and local communities, to gather their perspectives and insights;
- Presenting the assessment report to the relevant stakeholders and provide clarification and guidance on the recommendations, objectives, and expected outcomes of the national monitoring system strengthening efforts;
- Developing a detailed plan for strengthening the national monitoring systems, including specific actions, timelines, responsible parties, and resource requirements;
- Providing guidance on the integration of innovative technologies, methodologies, and approaches for improved data collection, analysis, and reporting;
- Recommending mechanisms for enhancing institutional coordination and collaboration among stakeholders involved in biodiversity monitoring;
- Ensuring alignment of the monitoring plan with national and international frameworks, policies, and conventions related to biodiversity monitoring and conservation;
- Presenting the plan to the project team, national institutions, experts, and other stakeholders, incorporating their feedback and suggestions;
- Drafting related chapters of the updated NBSAP; Providing inputs to the updated NBSAP summary 1) for policy makers and 2) for public dissemination.
- The National Consultant will work in collaboration with the other consultants engaged under Montenegro’s Early Action Support project.
Qualifications/special skills
- Minimum qualification of completion of High school diploma or equivalent is required.
- An advanced academic degree (Master’s degree) in biodiversity conservation, environmental sciences, ecology, or a similar field, is highly desirable.
- A minimum of 7 years’ relevant professional experience in biodiversity monitoring, data analysis, and assessment is required.
- Strong knowledge of national and international frameworks, policies, and conventions related to biodiversity monitoring and conservation is required.
- Proven expertise in conducting assessments and evaluations of monitoring systems and frameworks is required.
- Familiarity with the local context and specific challenges of biodiversity monitoring in Montenegro is required. Excellent analytical, research, and report writing skills is desirable.

National Consultant – Targets, Policy, and Institutional Alignment
The National Consultant for Target, policy and institutional alignment will be responsible for the following:
- Conducting a comparative analysis of the KMGBF and Montenegro’s Biodiversity Strategy to identify areas of coherence and potential misalignment.
- Providing recommendations and guidance on necessary revisions, amendments, or additions to Montenegro’s Biodiversity Strategy to ensure coherence with the KMGBF and SDGs.
- Collaborating with relevant stakeholders, including government agencies, environmental organizations, and experts in the field of biodiversity conservation, to gather input and foster consensus on necessary changes to the national strategy. Â Preparing a comprehensive report on new targets reflecting the KMGBF and inputs from consultations with all relevant stakeholders.
- Conducting a comprehensive gap analysis of the institutional setting and regulatory frameworks, including recommendations for improvements to ensure coherence with the KMGBF, followed by active stakeholder engagement.
- Assisting in organization of at least two workshops to present findings and recommendations to relevant stakeholders and facilitate discussions to obtain feedback and address concerns – one related to developed targets and the other one related to policy and institutional gaps and recommendations for improvements. Drafting the relevant chapters of the updated NBSAP. Providing inputs to the updated NBSAP summary 1) for policy makers and 2) for public dissemination.
- The Consultant will work in collaboration with the other consultants engaged under Montenegro’s Early Action Support project.
Qualifications/special skills
- A first-level degree in biodiversity conservation, environmental sciences, ecology, or a similar field is required.
- The years of experience will be reduced by two for candidates who possess a Master’s degree in the same field. For the post advertised, a minimum work experience of at least 7 years of relevant professional work experience is required. In-depth knowledge and understanding of biodiversity conservation, the KMGBF, and Sustainable Development Goals is required.

The National Consultant – Flora Assessment, will be responsible for:
- Collecting and studying all available data on flora in Montenegro;
- Undertaking a comprehensive analysis of the available data and synthetize information to assess the current state of flora of Montenegro;
- Conducting the analysis of the current status of flora protection in Montenegro; Assisting in the organisation of at least two workshops to collect and verify all available data and present findings of the analysis;

Programme Management Officer
Responsibilities
- Contributes to the development of UN Environment’s Strategic Plans, including the Medium-Term Strategy and Programmes of Work.

National Finance Consultant
The National Finance Consultant will be responsible for the following:
- Conducting a biodiversity expenditure review, which assesses spending related to biodiversity across all sectors (e.g., energy, transport, infrastructure, agriculture, forestry, fisheries, extractive industries).
- Reviewing biodiversity-harmful subsidies and analyze existing finance mechanisms, including why they are not working, and identify key constraints and obstacles.
- Generating costing projections of new and updated KMGBF activities, calculate national financing gaps.
- Developing a nature and biodiversity protection finance plan, taking into consideration domestic resource mobilization and additional projections to fill the finance gap, including a clear monitoring system for reporting on finance.
- Drafting the relevant chapters of the updated NBSAP. The National Consultant – Editing will be responsible for the following:
- Editing the updated NBSAP, including formatting of the document in Montenegrin and English languages, proofreading and editing in both languages, and stylistic alignment of the outputs delivered by all Early Action Support project consultants. Collaborating with all consultants and the National Project Coordinator for Montenegro’s Early Action Support project, to ensure a fully edited and finalized NBSAP in both languages.

National Consultant – Coordination Assistant
Under the overall supervision of the National Project Coordinator for the Early Action Support project, the National Consultant – Coordination Assistant will support the coordination between the Ministry, the NBSAP Working group and the Project team. the National Consultant – Coordination Assistant will be responsible for the following:

Senior Information Systems Officer
Responsibilities
Strategic Alignment and Leadership:Â
- Provide authoritative technical and policy advice to the senior management team and Information and Communications Technology (ICT) working groups on systems development and the implications of various alternatives, on business publications and other related issues;
- Identify and plan for future needs;
- Develop and disseminate best practices;
- Conceptualize, develop strategies for and oversee the design and implementation of UNEP- wide Information and Communications Technology (ICT) initiatives in accordance with the Organization’s approved Digital Governance Process and in line with UNEP’s Digital Transformation strategy in the areas of ICT DevOps, information management, resource management, infrastructure management and data engineering advanced analytics;
- Prepare and monitor the budget, work programme and spending plan for UNEP-wide ICT initiatives;
- Develop and maintain innovative solutions to resolve problems that impact a critical area of the organization’s work; Support UNEP’s Digital Transformation subprogramme with regards to infrastructure and platform management needs, and any other requirements that may arise, subject to resource capacity and organizational priorities;
- Act as the Chair to the UNEP-wide ICT Solutions Group within the overall UNEP Digital Governance Process, in close collaboration with the Office of the Chief Digital Officer.
ICT Oversight and Cybersecurity:
- Ensure the development of standards, procedures and practices to ensure a stable and effective ICT environment, including the development and monitoring of performance measures;
- Oversee the organization’s Information Security Management and ensure Cybersecurity compliance with UN Secretariat and International Standards;
- Devise policies and solutions designed to protect against threats to confidentiality, integrity, and availability of the Agency’s data/information, communications, systems, and other digital assets;
- Ensure that projects meet established time and cost parameters and standards of technical quality, as well as reflecting user needs and minimizing duplication of functionality across the organization.
Leadership and Coordination of Projects and Services:
- Responsible for outsourcing and establishing Service Level Agreements (SLA) with appropriate service providers.
- Lead and direct UNEP’s corporate team of information systems officers information / programme management officers, and assistants as well engage the ICT focal points both in Headquarters, Offices Away from Headquarters (OAHs), and in the UNEP Multilateral Environment Agreement (MEA) secretariats in the implementation of UNEP-wide ICT initiatives; oversee activities for the ICC section; plan and allocate work assignments; coach, mentor and evaluate staff; participate in recruitment and selection of new staff. Manage and oversee multiple, concurrent and often disparate tasks for ICT projects that often involve innovative applications, dissimilar systems, data, advanced analytics, as well as databases and highly complex system integration and linkages, with internal and external stakeholders.
Coordination with the UN bodies:
- Liaise and coordinate with the UN HQ ICT office (OICT) to ensure UNEP’s requirements are considered within the UN secretariat ICT strategy and UNEP’s compliance with global Secretariat ICT initiatives when possible.
- Represent UNEP on various ICT committees with the United Nations setting, such as UN Digital Technology Network (DTN) and various working groups established under the DTN. Â Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
