Responsibilities
GENERAL PURPOSE:
Initiates the planning, developing, implementation and evaluation of recruitment strategies and activities to support the recruitment needs of divisions across the University. Advises departments on HR policies, procedures as well as state and federal regulations related to recruitment and hiring.
SPECIFIC RESPONSIBILITIES:
Under general direction with latitude for exercise of independent judgment within established guidelines:
- Understands the recruitment needs of the business units. Meets with requesting unit to review work responsibilities and observe work site to assure understanding of requirements.
- Develops and executes recruitment strategies in collaboration with business units and HR Business Partners. Strategies should include; developing and maintaining relationships with appropriate recruitment sources for qualified and diverse candidates, utilization of a variety of effective advertising and social media, developing relationships with schools and programs that graduate qualified candidates.
- Recruits, screens and performs reference checks and background checks (where applicable) on qualified candidates in preparation for referral to hiring managers. Determines eligibility for hire and rehire prior to referral to department manager. Reviews personnel files and system records for prior employees to determine suitability for rehire.
- Conducts interviews for qualified applicants in concert with requesting departments, exchanging interview summary notes related to qualifications before and after each interview. Supports departments with interviews where needed including assisting with the development of interview questions and templates.
- Keeps all parties (department, applicant recruiting sources, etc.) informed as to progress of recruitment and placement efforts.
- Makes official offers of appointment including starting salary within established compensation plans.
- Provides guidance to departments on University policies and procedures and educates hiring managers related to:
- Providing necessary materials to HR Liaison to ensure efficient closing of the offer process and scheduling for orientation, physicals, drug screens, etc.
- Counseling of applicants (internal and external) regarding their qualifications and directing them to the most appropriate positions based on their qualifications.
- Counseling of applicants concerning university benefits and perks and maintains a working knowledge of updates and changes to benefits that would impact recruitment efforts and collateral material.
- Acts as University representative at recruitment events in the community, at schools, at public and private employment agencies and placement offices. Participates on committees and boards as requested.
- Collaborates with Equal Opportunity Director and staff to identify departments that need support in sourcing and hiring efforts to produce diverse candidate pools to meet the Universities Affirmative Action obligations.
- Maintains records and provides reports of activities and statistics to department managers, HR partners and leaders as needed.
REQUIREMENTS:
Bachelor’s degree and 2 years of related experience; or equivalent combination of education and experience.

Pay Range
Pay Range: $26.90 – $37.66 Hourly
The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
