 Finance Associate G6

Duties and Responsibilities

Provide procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations.
Support the development and implementation of financial policies and procedures and assist in the setup and implementation of proper accounting procedures, systems, and internal controls.
Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
 Monitor the centralized registry system in order to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.
Contribute to the preparation, implementation, and monitoring of budgets, monitor expenditure, and budget forecasts, to ensure that relevant future funding requirements are met.
Coordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
Monitor and analyse general ledger accounts in order to initiate and achieve corrective actions.
Compile data from the WFP database and systems in order to assist in generating and analysing financial reports on a monthly basis.
Allocate tasks to other support staff, provide guidance and on-the-job training in the management of financial resources (e.g. managing the petty cash/sub-imprest account, reviewing and analyzing vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
Remain on stand-by and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on the job and in the field.

Minimum Qualifications

Education: Completion of secondary school education. A post-secondary certificate in accounting, finance, or a related field would be an asset.

Experience: Minimum of 6 years of progressively responsible work experience in Finance, Accounting, or Audit.

Language: Fluency in both oral and written communication in English is a requirement.

Senior Finance Associate G7

Duties and Responsibilities
Providing technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations. Participate in the correct application of financial policies and procedures to support the implementation of proper accounting systems and internal controls.
Contribute to the improvement of internal processes, enhancement of corporate systems, and design of tools, to support transparent and efficient utilization of financial resources.
Monitor the daily cash position to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
Ensure that payments are processed in a timely manner and resolve complex issues relating to the disbursement or replenishment of funds in line with WFP rules and regulations.
Contribute to the preparation, implementation, and monitoring of budgets, monitor expenditure, and budget forecasts, to ensure that relevant future funding requirements are met.
Coordinate with other teams to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
Monitor account balances and oversee the recording of financial transactions in an accurate and timely manner to avoid the occurrence of an overdraft.
Monitor, control and analyze general ledger accounts to initiate and achieve corrective actions.
Prepare and analyze financial and statistical reports based on the established frequency and provide recommendations for further actions to the Finance Officer or other staff, to facilitate informed decision-making.
Co-ordinate and supervise the work of other support staff and support their learning and development in the management of financial resources.

Senior Driver, G3 – Fixed Term, Regional Bureau of Eastern Africa

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide transportation to the Regional Director and other senior WFP staff, high ranking UN officials and visitors including translation of basic conversations from/to the local language, and the delivery and collection of various items following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
  • Plan and assign the routes and schedules for other Drivers, to support efficient transport related services for clients.
  • Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities, to facilitate smooth and safe entry and arrival to the authorized destinations.
  • Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
  • Efficiently plan and coordinate WFP vehicle maintenance to ensure vehicles are fully equipped with required travel authorizations and supplies, assigned equipment on board is in a good condition to support safe and efficient services.
  • Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward.
  • Outside driving duties, perform basic office related tasks such as filing, photocopying, and maintaining stores when required including mailing service and payment of office telephone and other bills, to ensure administrative support to clients
  • Support in Fleet-wave (FMS) data entries for RBN vehicles and analyze the Regional Office fuel consumption data on monthly basis. Generate reports from FMS and VTS for management consumption.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations.
Experience: Three or more years of work experience as a Driver preferably in an international organization, embassy or UN system with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorized vehicles. Experience in defensive driving is desirable.

Knowledge & Skills:

• Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues.
• Good understanding of transport services and ability to coordinate routes and schedules for other Drivers.
• Knowledge of driving/boat operating rules and regulations whichever applicable.
• Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.)
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs.
• Knowledge of the vehicle loading capacity and other parameters.
• Knowledge and ability to use radio, email, telephone and other applications.
• Basic skills to assist in case of emergency, knowledge of first aid basic methods.
• Ability to demonstrate a client-oriented approach, high sense of responsibility, courtesy and tact.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Participate in the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
2. Analyze regional/country context, and design and manage end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
3. Plan and manage implementation of innovative supply chain operations, initiatives and services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
4. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
5. Plan, monitor and manage resources to maximize effectiveness of supply chain operations.
6. Build productive partnerships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance and cross-functional operational alignment.
7. Identify and build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain operations.
8. Perform in-depth market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
9. Manage supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
10. Constantly monitor the performance of supply chain operations to ensure that appropriate internal controls are in place.
11. Manage service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
12. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
13. Manage, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
14. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
